Referee management software

RefWhistle runs your officials from availability to appointment on one record. Officials post when they can work, appointers build crews with the checks running, and every offer, acceptance and swap stays on the match.

Availability that chases itself

Officials set their availability and block-outs from their phone, in the same app they use to accept appointments and read their reports. Reminders go to anyone who hasn't filled in the coming round, so appointers stop chasing replies through group chats and spreadsheets.

Capital Football already runs referee availability on RefWhistle, with appointments the next stage of its rollout.

Referee appointment software with the checks built in

Fixtures arrive from your competition manager, so nobody types the draw in twice. Appointers allocate the referee, assistant referees and fourth official into a crew, and the allocation portal checks each choice as it is made: double bookings, panel level, workload and club conflicts are flagged before an offer goes out.

Officials accept or decline on their phone. Swaps and late withdrawals are handled on the match itself, so when the season is reviewed the appointment history, the coach's report and the footage are all on the same record.

VAR and AVAR are appointable positions with their own report roles, and futsal crews use futsal positions. Sport profiles cover football and futsal out of the box, with a general profile for officials in other codes.

Referee allocation across a whole federation

Appointments sit inside the same hierarchy as everything else: organisation, association and sub-group, with settings that are inherited, customised or locked at each level. A federation can set its compliance rules once and let each member association appoint its own panels.

Delegate the work without handing over the keys. Admin, technical coach, coach and referee roles come built in, with custom roles and granular permissions on top. Accounts are by invitation only, and every critical change is logged with who made it and when.

An appointment is where the record starts. The coach at that match logs it with referee coaching software on the same fixture, and if the match is streamed, Stream Hub puts the footage on the match clock. Master View then ranks the panel on current form, so the next round is appointed from evidence, not memory.

What the appointments modules cover

Availability
Officials submit availability and block-outs from their phone, and reminders chase the gaps before the round is appointed.
Appointments and allocation
Crews built per fixture in the allocation portal, with offers, acceptances, declines and swaps tracked on the match.
Compliance
Double bookings, panel level, workload and club conflicts are checked while you allocate, not after the offers go out.
Competition manager integrations
Fixtures sync natively from Dribl and Squadi. A separate public REST API with scoped keys lets your own systems pull matches, published reports and coaching timelines.
Master View
The panel ranked on current form, with promotion ready, on track and coaching flags, and appointments made from the same view.
Sport profiles
Positions, periods, terminology and qualification levels per code: football and futsal built in, plus a general profile.

Common questions

Which competition managers does RefWhistle integrate with?

Fixtures sync natively from Dribl and Squadi, and Opta match events can feed the live coaching console. For other systems, the public API (OpenAPI 3.1, with scoped keys) exposes matches, published coaching reports and match timelines.

Can officials manage their own availability?

Yes. Officials set availability and block-outs on their phone and get reminders when a round is still open. RefWhistle installs from the browser on iPhone and Android, so there is no app store download.

Does it handle assistant referees, fourth officials and VAR?

Yes. Crew positions follow your sport profile, so a football crew has a referee, two assistant referees and a fourth official, and VAR and AVAR are appointable positions with their own report formats.

Can a federation delegate appointments to member associations?

Yes. Each level of the hierarchy can run its own appointments, with settings inherited from above or locked where the federation needs consistency. Roles and permissions can be delegated down the same hierarchy.

Is it only for football?

Football and futsal are built-in sport profiles. A general profile, with configurable positions, periods and terminology, covers officials in other codes.
